PayPal Business Vs. PayPal Personal Accounts
The main difference between a business and a personal account is that if you have a personal account and are expecting incoming payments from customers, they will also have to have a PayPal account to transfer payments to you.
With a business account, you are eligible to accept payments from customers by credit card without the need for them to create an account on PayPal. You will also have the option to choose between either Website Payments Standard (free) or Website Payments Pro (you have to pay a subscription) for your business account.
A business account is recommended for anyone who operates under a company/group name and allows up to 200 employees to have limited access to your account as well as improved customer service.

Status of PayPal Thailand in 2020
As of now (October 2020) Paypal has paused account registration for all customers living in Thailand that are hoping to create a new PayPal account and have not had the ability to register since August 2020.
Paypal states that they have plans to relaunch Paypal in Thailand in 2021 due to the “working to offer the best payments experience for our customers”.
We are not sure of the exact date next year in which Paypal chooses to reopen for new Thai customers.
However existing customers still have access to PayPal's services including the mobile application.
In addition to this the guest checkout feature also still exists which allows card payments to be made via Paypal without having to register for an account.
To sum up
PayPal offers a lot of information regarding fees and charges or how to sign up for a specific account, however, most of the info is scattered around the PayPal website and might be difficult for you to find if you are not entirely sure what to look for.
If you still are not sure or have any further inquiries or problems with using PayPal visit the Paypal support/contact page, here if you have an account you can message Paypal directly or report a problem in the complaint/resolution center. You can also call PayPal customers service which details can be found here, this does not require an existing account.
